Fees, rates and charges for facilities and services of the system are determined by
the board of county commissioners after it receives recommendations from the technical
management committee, in accordance with section 106-54. In order to extend the useful
life of the incineration system, and in order to cover the cost of such extension
to make up for the results of acceptance of solid waste generated outside of the county,
a surcharge shall be collected for all solid waste generated outside the territorial
boundaries of the county that is received and disposed of by the system. The amount
of such surcharge shall be established in the same manner as fees, rates and charges
for facilities and services of the system are established pursuant to section 106-54.
