The county shall have power to lease the solid waste disposal and resource recovery
system, or any part or parts thereof, to any person, firm, corporation, association
or body, public or private, upon such terms and conditions and for such period of
time as shall be determined by the governing body. The county shall also, whenever
desirable, have power to grant permits or franchise licenses in connection with any
of the facilities of such solid waste disposal and resource recovery system and shall
have full and complete power to do all things necessary and desirable for the proper
and efficient administration and operation of the solid waste disposal and resource
recovery system and all parts thereof. The county shall also have power whenever deemed
necessary or desirable to lease from any person, firm, corporation, association or
body, any facilities of any nature for the solid waste disposal and resource recovery
system.
